Condo Remodel Cost in Los Angeles: 2026 HOA, Permit & Estimate Guide

A Los Angeles condo remodel can contain the same kitchen, bathroom and finish work as a house, but the estimate must also account for HOA approval, building access, common-area protection, restricted work hours and shared utility systems. A useful budget starts with the unit, jurisdiction, written building rules and room-by-room scope—not a detached-house price copied onto a condo.

Early interior-remodel planning range — not a project quote$125–$350+ per sq. ft.
  • HOA approval, building-management clearance and a city permit are separate requirements; one does not replace the others.
  • Elevator reservations, parking, protection, debris routes, work hours and plumbing shutoffs can materially affect labor and schedule.
  • The property address determines the permit authority: City of Los Angeles and City of West Hollywood use different building departments.

A realistic early planning range

For preliminary construction screening, Archéform's website estimator uses about $125 to $350 or more per square foot for a coordinated whole-interior remodel. A finish-led condo with retained layout and serviceable systems may plan toward the lower portion. Multiple wet rooms, custom cabinets, premium stone or tile, extensive electrical or plumbing changes, structural work and demanding building logistics move the project upward and can exceed the range.

This range is not a bid and does not automatically include design, engineering, agency fees, HOA deposits, move-out costs or every owner-selected product. Small condos can carry a higher square-foot cost because protection, mobilization, permits, trade minimums and building procedures are spread across less area. Final pricing needs measurements, existing-condition review, product assumptions and the current HOA package.

What a condo estimate should separate

A single contract total can still be clear when the scope identifies what is supplied, installed, owner-purchased or excluded. Ask competing contractors to price the same drawings, finish assumptions and building rules before comparing totals.

  • Construction scope: demolition, protection, kitchen and bathrooms, flooring, doors, trim, painting and final cleanup.
  • Building systems: electrical capacity and circuits, plumbing stacks and shutoffs, ventilation, fire or life-safety interfaces and inspections.
  • Building logistics: elevator and loading reservations, parking, common-area protection, daily cleanup, debris path and allowed work hours.
  • Owner and HOA costs: application fees, refundable deposits, move fees, required testing, third-party reviews and owner-purchased products.
  • Allowances and exclusions: cabinet level, countertop square footage, tile price, plumbing fixtures, appliances, unknown concealed conditions and matching limits.

Why condo logistics change cost and schedule

Crews may have to protect hallways, reserve an elevator, use a designated loading route, stage fewer materials and remove debris in smaller loads. Limited parking, security check-in and shorter work windows reduce productive time. Plumbing shutoffs may require management notice and coordination with other units.

These costs are not automatically excessive markup; they are project labor and risk that should be visible in the estimate. Savings usually come from retaining workable layouts, consolidating deliveries, using standard product sizes and approving selections before mobilization—not from ignoring the building's rules.

HOA approval and permits are two separate gates

Review the CC&Rs, architectural application, alteration agreement and construction rules before signing a start date. Associations may request scope, drawings, flooring sound data, contractor information, project-specific insurance documents, deposits, work hours and a protection plan. Written HOA approval does not replace a government permit, and a city permit does not override private building rules.

Within the City of Los Angeles, LADBS says permits are required for construction, alteration and repair, subject to listed exceptions. Its current Express Permit material includes qualifying nonstructural residential kitchen and bathroom remodels. Express means a permit route without plan check for eligible work—not permit-free construction. Plumbing, electrical or mechanical permits may also apply to the actual scope.

West Hollywood is its own jurisdiction with its own Building & Safety Division and permit portal. Do not submit a West Hollywood address to LADBS. Other cities in Los Angeles or Orange County likewise follow their responsible agency, so jurisdiction must be confirmed from the property address.

Control the budget without creating a false low bid

CSLB instructs that changes in price or scope be made through a written change order signed before the changed work. Clear allowances and written product responsibility protect both the owner and contractor from surprises.

  • Keep serviceable plumbing locations, walls, doors or floors when condition and design allow.
  • Use a coordinated set of standard cabinets, tile, fixtures and hardware instead of selecting every item independently.
  • Price optional built-ins, premium finishes and work that can be deferred without reopening completed surfaces as alternates.
  • Confirm the HOA's insurance, access, sound-control and shutdown requirements before finalizing labor and schedule.
  • Document concealed conditions and any added or deducted scope, price and schedule effect in a written change order before the changed work starts.

Send the unit photos, plans and HOA package

Planning a condo remodel in Los Angeles, Hollywood, West Hollywood, Glendale, Fullerton or Orange County? Send the property address, room photos, unit size, current and proposed plans, HOA documents and desired scope through Request an Estimate. Young Choi can review the material and identify whether a site visit, building-rule review or more complete drawing set is the practical next step.

  • Wide photos of every affected room plus panels, valves, fixtures and visible damage.
  • Existing and proposed plans with revision date, if available.
  • HOA application, alteration agreement, construction rules and insurance requirements.
  • Finish references, owner-purchased items, working budget, occupancy needs and target timing.
  • Parking, elevator, loading, debris, work-hour and plumbing-shutoff procedures.

Planning ranges are general starting points, not a bid or guarantee. A written proposal requires review of the property, final scope, selected materials, access, jurisdiction and applicable approvals.

Common questions

Before you start

How much does a condo remodel cost in Los Angeles?

For early screening, Archéform uses about $125 to $350 or more per square foot for a coordinated interior remodel. The actual proposal depends on room scope, systems, finishes, access, HOA rules, permits and existing conditions.

Does HOA approval mean I do not need a city permit?

No. HOA approval and government permits serve different purposes. Depending on the scope, both may be required before construction starts.

Who permits a West Hollywood condo remodel?

The City of West Hollywood has its own Building & Safety Division and permit portal. LADBS serves properties inside the City of Los Angeles, not West Hollywood.

What should I send for a condo estimate?

Send the address, unit size, room photos, plans, finish expectations, HOA package, access rules, permit status, working budget and desired timing.
